The following items will be discussed in the order in which they

  • CP-1-09 2030 Comprehensive Plan. The proposed changes to the Comprehensive Plan update existing System Plans as Plan Elements; add new Elements addressing Land Use, Environmental Protection, Urban Design, Arts and Culture, and Regional and Interjurisdictional Coordination; replace the Urban Form Map and related guidelines with a Future Land Use Map; and reduce the number of Area Plans from 67 to 21. The Committee will begin review of the elements during this meeting. General topics related to the elements will be discussed. A number of area-specific future land use designation requests were made at or after the Public Hearing on March 19, 2009. The Committee will discuss the following listed requests; however, items listed in Section 1 of this agenda are the subject of a pending rezoning petition. The following itemized list contains a general location, reference number, draft land use designation for the parcel(s) in question and the requested land use designation.

1. Deferred/Site of Current Zoning Case

A. *East of I-440, south of Lake Boone Tr. (PH-18.2) Draft designation on the Future Land Use Map is Moderate Density Residential and Public Parks and Open Space. Commenter requests a change to Office & Residential Mixed Use and Public Parks and Open Space.

B. *Millbrook Rd. and Creedmoor Rd. (LT-011) Draft designation on the Future Land Use Map is Office & Residential Mixed Use. Commenter requests a change to Neighborhood Mixed Use.

C. *World Trade Blvd. south of Globe Rd. (LT-013.5; PH-13) Draft designation on the Future Land Use Map is Business Commercial Services. Commenter requests a change to Office/Research & Development.

2. Land Use Policies

A. Staff has drafted for consideration a policy addressing retail in the vicinity of freeway interchanges for inclusion in to Section A.11 “Retail Land Uses” of the Land Use Element.

3. Deferred Future Land Use Comments

A. Hillsborough St. to Morgan St. west of St. Mary’s St. (PD-11) Draft designation on the Future Land Use Map is High Density Residential. Commenter requests that a portion be designated Central Business District. Staff recommends this item be deferred.

The Public Hearing Draft

The City of Raleigh is pleased to announce the availability of the Public Hearing Draft of the 2030 Comprehensive Plan. This is a complete draft that incorporates changes resulting from the public input period through January 31. The draft will be presented to the City Council and Planning Commission at a joint public hearing to be held March 19, 2009, Click here to browse the document on-line, and download a printable version.

What's next in the process?

The Public Hearing Draft has been released, and a Public Hearing to receive input will be held with the City Council and Planning Commission on March 19, 2009. On March 24 the Planning Commission will begin its review of the Public Hearing Draft of the Plan. The Planning Commission will forward its recommendation to the City Council. The plan will become official upon its adoption by the City Council, including any amendments to the Public Hearing Draft that council may direct. All meetings are open to the public.

Every meeting is open to the public, and registration is not required.

Wake Transit Plans : Public Meeting March 5

On behalf of the Capital Area Friends of Transit coalition, I invite you to attend this informative meeting, hosted by Mayor Charles Meeker, on plans for transit in Wake County. The Capital Area Metropolitan Planning Organization (CAMPO) and Triangle Transit will provide an overview of transit plans recently approved by CAMPO. Legislators will update folks on the new transit legislation, the Congestion Relief/Intermodal Transport bill – that will give counties the authority to hold a referendum for a ½ cent sales tax.

Public Meeting March 5th on Wake Transit Plan and Transit Legislation -- YOU ARE INVITED!

Please join Raleigh Mayor Charles Meeker , NC Representative Deborah Ross and transit officials Thursday, March 5 at 6:30-7:30 pm for a public meeting on the future of transit for Wake County. This will be a great opportunity to learn about the Capital Area Metropolitan Planning Organization's proposal for transit in Wake County and to learn how it might affect you. Rep. Ross will describe recently introduced transit legislation -- HB 148 and SB 151. Plus, the Capital Area Friends of Transit (CAFT) will give an update on activities of our coalition.

The proposed Wake County Plan for transit includes:

MEET OUR PRESENTER:
Christopher Leinberger, a land use strategist and developer, combines an understanding of business realities with a concern for our nation's social and environmental issues. Currently, Mr. Leinberger is a Visiting Fellow at the Brookings Institution in Washington, DC. He focuses on research and practice that help transform traditional and suburban downtowns and other places that provide “walkable urbanism”, as well as research and practice that implements the Brookings’ Blueprint for American Prosperity initiative in metropolitan areas throughout the country. Mr. Leinberger is also a Professor of Practice and Director of the Graduate Real Estate Development Program at the University of Michigan. This program trains the next generation of real estate developers in the building of sustainable walkable urban places. All comments received by January 31, 2009 will be considered as part of the revised draft for the March 2009 Public Hearing. Comments received after January 31, 2009 will be documented and presented at the March 2009 Public Hearing as a special report. The City Council and Planning Commission will consider the revised Comprehensive Plan draft and comments received after January 31, 2009.

The January meeting of the Five Points CAC was postponed to eliminate conflicts with the workshops scheduled to introduce citizens to the draft of Raleigh's 2030 Comprehensive Plan. Rather than scheduling separate meetings for each CAC for further feedback about the Plan, which would place unreasonable demands on the City's Planning staff, several CACs leaders have decided on a joint CAC meeting on Wednesday, February 11 from 6:30 - 9:00 PM in the City Council Chamber.


The Five Points, Glenwood, Hillsborough, Mordecai, Southwest, Wade, and West CACs will hold a joint meeting February 11 at 6:30 p.m. in the council chamber of the Avery C. Upchurch Government Complex, 222 W. Hargett St. The purpose of the joint meeting is to allow more public examination of and comment on the proposed Comprehensive Plan Update.

24th Annual Emerging Issues Forum "The Good Growth State"

Due to high demand, registration for the 2009 Emerging Issues Forum, North Carolina: the Good Growth State, is full. But you can join this exciting, informative event online! Growth is the focus of the forum, and there will be several interesting speakers helping us grapple with the challenges of growth statewide. Here's how:

For the first time in Forum history, IEI will be hosting a virtual workshop in concurrence with its six live Forum sessions from 2:00 - 3:00 PM on February 9th. Participants in the virutal workshop will discuss how North Carolina can utilize its technology infrastructure to adapt to the exponential growth it will see in the next several years. Preservation NC Presents: The Politics of Historic Districts 2/2/09

Practical Strategies for Historic Preservation
Maintaining Raleigh's unique community character is a hot topic in our city. Reasonable people can disagree about what our priorities ought to be and how best to achieve them, but the public discourse doesn't need to be contentious. Bill Schmickle, author of The Politics of Historic Districts: A Primer for Grassroots Preservation, will share his North Carolina-based perspectives on the political dynamics that drive proponents and opponents, especially in public forums, and how best to navigate them.

The lecture is free and open to the public. Please bring your friends and neighbors.
